According to the Data Management Association of America (DAMA), data management is the

…development, execution and supervision of plans, policies, programs and practices that control, protect, deliver and enhance the value of data and information assets.”

For the sake of those using data management software, one could narrow it further and consider “data management” as the process which data is acquired, validated, stored, protected and processed, so that it is reasonably accessible and reliable in order to effectively meet the needs of an enterprise.
